Manuela Fitzpatrick is an education policy analyst. She specialises in international education policy. Before joining CPRMB, she spent nearly a decade at the OECD Directorate for Education and Skills, where she worked with governments across Europe, Latin America, South and Southeast Asia, and the Gulf to diagnose system needs and strengthen policy design and implementation. Her work spans the full education cycle and addresses a wide range of policy areas, including learning assessment, teacher policies, equity, and quality assurance.
